Dr. Hatwib Mugasa
Executive Director, National Information Technology Authority - Uganda
Dr. Hatwib Mugasa is the Executive Director of the National Information Technology Authority – Uganda (NITA-U), where he leads the country’s digital transformation agenda. He has overseen major initiatives including the expansion of the national optical fiber network, modernization of government data centers, rollout of a Unified Messaging System, and the development of a national data-sharing platform.
With a Ph.D. in Computational Analysis and Modeling from Louisiana Tech University, Dr. Mugasa brings a strong background in machine learning, systems architecture, and ICT research. He has previously worked as an IT Specialist at IBM and continues to champion innovation, digital inclusion, and data-driven governance across Uganda’s public sector.
